
UAE Launches Maritime Preload Cargo Filing (MPCI)

As part of the UAE's ongoing commitment to enhancing international trade efficiency and protecting national security, the UAE Government is introducing the Maritime Preload Cargo Information (MPCI) program.
Starting July 2025, the MPCI program will require Ocean Carriers, Shipping Agents, Freight Forwarders, and NVOCCs to electronically submit detailed cargo information before loading at the last foreign port of departure.
This new mandate applies specifically to containerized maritime shipments that are:
- Imported into the UAE, or
- Transshipped through UAE seaports.
To comply, Ocean Carriers and Logistics Service Providers operating in the UAE must use a certified Technology Service Provider—such as Seamless Technology—to file MPCI information and obtain advance electronic approval from UAE authorities prior to loading.
