Overview

What is the UAE MPCI Program?

The UAE Maritime Preload Cargo Information (MPCI) program requires electronic submission of maritime containerized cargo details to the UAE Government before loading.

Who needs to comply with MPCI?

The program applies to Logistics Operators who issue Bills of Lading for shipments destined for UAE seaports, including:

  • Ocean Carriers
  • Shipping Agents
  • Freight Forwarders
  • NVOCCs

Does it apply to overseas operators too?

Yes. While UAE-licensed operators must comply, they may delegate the filing to their HQ or overseas agents.

When will MPCI Program become effective? 

  • Registration (to obtain MPCI Party ID): March 2025
  • Submission of Filings: July 2025

Scope of Shipments

Which shipments are subject to MPCI?

MPCI applies to:

  • Import shipments (to UAE)
  • Transshipments
  • Freight Remaining on Board (FROB)

It does not apply to:

  • Export shipments from the UAE
  • Bulk or RoRo cargo
  • Land or air shipments

Is MPCI Filing required for FROB?

Yes, Ocean Carriers or their agents must file for FROB. Freight Forwarders do not need to file if the shipment remains onboard at all UAE ports.

What about multiple UAE port calls?

MPCI Filing is only required for the first UAE port of call.

Filing Details

What needs to be submitted?

  • Master B/L: Submitted by Ocean Carriers or their agents
  • House B/L: Submitted by Freight Forwarders or NVOCCs
  • Information includes container numbers, HS codes, party info, and other shipment details.

What’s the submission deadline?

  • House B/L (lowest-level): ≥ 24 hours before departure from last foreign port
  • Master B/L (where lower HBLs exist): ≥ 6 hours before departure from last foreign port

What if I don’t have the final B/L by the deadline?

Submit a draft before the cut-off, then update it later.

Can I amend a submission after filing?

Yes. Amendments are allowed for changes like consignee updates, B/L splits, endorsements, etc. Seamless Technology allows unlimited updates free of charge after the first filing.

What if my shipment is split post-filing?

Submit a new filing and reference the original B/L in the “Related B/L Number” field.

What if my shipment gets switched post-filing?

Update your filing to specify the new shipper and/or consignee details, then resubmit your filing for approval.

Is there a deadline for filing amendments?

No official deadline, but it’s recommended to file amendments as early as possible to avoid penalties.

Do I still need to file if I already submit to Dubai Trade, ATLP, or TAMM?

Yes. MPCI is a federal program and mandatory regardless of Emirate-level platforms.

Are AEO or C-TPAT members exempt?

No. MPCI compliance is required for all eligible parties.

What happens if my filing is rejected?

A “Do Not Load” (DNL) directive will be issued by NAIC. Loading is not permitted, and penalties may apply for non-compliance.

My shipment includes a Master B/L and multiple House B/Ls. How do I comply with MPCI regulations?

Each Bill of Lading (Master and House) must be submitted as a separate MPCI Filing. What's the different between an MPCI Party ID and an MPCI Filing?

The MPCI Party ID is a one-time registration number issued by the UAE’s NAIC. It identifies your company (e.g., Ocean Carrier, Shipping Agent, NVOCC, or Freight Forwarder) in the MPCI system and is used across all your filings—similar to the EORI number under the EU’s ICS2 framework. An MPCI Filing, on the other hand, is required for each individual shipment. You must submit one filing per eligible Bill of Lading and obtain NAIC approval. Roles & Responsibilities

Can filing be delegated?

Yes. MPCI allows delegation of filing responsibilities to other operators in your supply chain, including overseas agents.

Can overseas agents file on behalf of UAE entities?

Yes. Overseas Shipping Agents or Forwarders may file MPCI submissions on behalf of UAE-licensed entities.

I have multiple branches in the UAE, do I have to register for each?

No. You only need to register and obtain an MPCI Party ID for one of your UAE branches, and you can use it for all your MPCI Filings. 

If a Freight Forwarder doesn’t issue House B/Ls, are they still required to file?

No. If a Freight Forwarder doesn’t issue a House B/L for a shipment, the Shipping Line is the sole filer.

How are responsibilities divided between consolidators and FFs?

  • If the consignee is a cargo owner (BCO), only the issuing party files.
  • If the consignee is a Freight Forwarder, both parties must file: the issuing party files for their B/L, and the sub co-loader FF files for their own issued B/L(s).
